Commerce Secretary Howard Lutnick's April 23 congressional testimony confirmed only one Trump Gold Card—offering U.S. residency for a $1 million contribution plus $15,000 fee—has been fully approved since the program's December 2025 launch via executive order, despite initial claims of $1.3 billion in sales referring to unfinalized applications. A new White House legal filing revealed just 165 individuals have paid the application fee amid rigorous DHS and USCIS vetting, bureaucratic delays, and competition from cheaper EB-5 investor visas. Traders reflect this sluggish rollout in consensus odds favoring 1-100 cards sold in 2026 at 45.9%, with higher brackets trailing due to high barriers and no signs of acceleration ahead of potential congressional scrutiny.
