California’s 16th Congressional District held its nonpartisan top-two primary on June 2, 2026, with incumbent Democrat Sam Liccardo facing Republican challengers Peter Soule and Kevin Johnson plus no-party-preference candidate Jotham Stein. Liccardo captured roughly 75 percent of the vote, advancing comfortably alongside one Republican—Peter Soule edged Kevin Johnson for second place by a narrow margin. Under California’s primary rules, the two highest finishers proceed to the November general election regardless of party. Trader consensus on primary winners reflected Liccardo’s strong incumbency position and limited intra-party competition, with late vote counts confirming the top-two pairing. No further procedural steps remain before market resolution.
