A federal court order issued in May 2026 restricted arrests at key Manhattan immigration courthouses except in limited circumstances, potentially moderating the pace of courthouse-based detentions that previously accounted for a substantial share of activity. Upstate New York has seen parallel increases tied to broader interior enforcement priorities.
